Box 388
Stockton, California 95201-0388
Subject: Notification of Continuation of Well Permit for Cone Penetrometer Testing Borings
One Through Seven, Lincoln Center, Stockton, California
Dear Mary:
Levine-Fricke-Recon Inc. (LFR) recently completed the advancement of one cone penetrometer
testing (CPT) boring (CPT-100) and associated push-in polyvinyl chloride (PIPP) borings as part
of the Phase I Interim Remedial Action (IRA) field scoping activities at the Lincoln Center (LC)
Site in Stockton, California. The borings were completed under well permit number 010907,
issued by San Joaquin County Public Health Services, Environmental Health Division
(SJCPHS/EHD) on November 6, 1996. The borings were advanced by Gregg In-Situ, Inc., under
the supervision of LFR.
LFR plans to advance 14 additional CPT borings and associated PIPP borings as part of the Phase I
IRA field scoping activities at the LC Site. The locations of these borings are presented on
Figure 1. We propose to advance these borings during a period of approximately four weeks,
beginning on the night of Monday, November 18, 1996. We do not plan to work on weekends or
during the Thanksgiving holiday.
CPT/PIPP boring locations 1 through 7 are on the same assessor's parcel (number 79) as CPT-100.
It is our understanding that we are authorized to complete these borings under the existing permit
for CPT-100, because the work will be performed within the same parcel by the same
subcontractor (C-57 licensee), Gregg In-Situ, Inc. We have attached a copy of permit number
010907, for your convenience. We will submit well permit applications and associated fees for the
CPT/PIPP borings proposed on the other three parcels (see Figure 1) under separate cover by
November 15, 1996.
We anticipate that we will need to advance one or two PIPP borings for every CPT boring to
collect discrete-depth groundwater samples from the A-zone aquifer. The borings will be
approximately 3 inches in diameter and will be completed to depths of approximately 75 feet below
ground surface. The borings will be backfilled with a cement-bentonite grout following completion
1900 Powell Street, 12th Floor, Emeryville, California 94608-1827 • (510) 652-4500 • fax (510) 652-2246 • O//ices Worldwide
