t � <br /> L1 LE�'HIpNEEo* F RISC KSE <br /> AN 10� 09 <br /> September 23, 1996 95 SEP 24 LF 3966.00-003 <br /> TO: PARTIES ON THE ATTACHED DISTRIBUTION LIST <br /> Subject: Issuance of Work Plan for Environmental Investigation; Community Relations Plan; <br /> and List of Potential ARARs and TBCs <br /> Lincoln Center Project, Stockton, California <br /> Dear Interested Parties: <br /> On behalf of the Settling Dry Cleaning Defendants (SDCDs), Levine-Fricke is pleased to submit <br /> the following documents: <br /> Work Plan for Environmental Investigation, Lincoln Center, Stockton California ("the <br /> RI/FS Work Plan"); <br /> Community Relations Plan, Lincoln Center, Stockton, California (CRP); and <br /> List of Potential Applicable or Relevant and Appropriate Requirements (ARARs) and <br /> "To Be Considered" (TBC) Criteria, Lincoln Center Project, Stockton, California. <br /> The RI/FS Work Plan describes a program to investigate and clean up certain hazardous substance <br /> contamination in soil and groundwater associated with historical dry cleaning operations at Lincoln <br /> Center. In preparing the final RI/FS Work Plan, the SDCDs have considered comments received <br /> during the 60-day public comment period concerning the draft RI/FS Work Plan. The SDCDs are <br /> issuing the final RI/FS Work Plan within 60 days of the close of the public comment period, as <br /> required by Court order. <br /> The CRP was prepared according to the scope of work described in the CRP Work Plan (Appendix <br /> D of the RI/FS Work Plan). The goals of the CRP will be accomplished by implementing a <br /> flexible, site-specific community relations program that provides the community with notification <br /> and information about key project activities, the opportunity to review and comment on key project <br /> reports, ongoing access to project documents and the ability to directly contact the Site Project <br /> Manager. <br /> The list of potential ARARs and TBCs is being provided, as described in Section 5.3 of the RI/FS <br /> Work Plan. We will continue to review potential ARARs and TBCs and update the list, as <br /> necessary, throughout implementation of the RI/FS Work Plan. The Feasibility Study will <br /> summarize the list of potential ARARs and TBCs.
