40MEMORANDUM 40
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Routier Road Phone: (916) 361-5600
Sacramento, CA 95827-3098 ATSS Phone: 8-495-5600
TO: Antonia K. J. Vorster, Senior Engineer FROM: David Brent, Project Engineer
DATE: 19 July 1989 SIGNATURE:
SUBJECT: LINCOLN VILLAGE CENTER, PHASE II WORKPLAN, SAN JOAQUIN COUNTY
I have reviewed the subject workplan, prepared by Leedshill-Herkenhoff, Inc. , for Lincoln
Properties, Ltd. , owners of Lincoln Village Center. The workplan appears sufficient to meet
its stated objectives of 1) defining the on-site, lateral extent of PCE ground water
contamination; and 2) to further examine the suspected soil contamination around the on-site
sewer lines. Additional investigative and/or mitigative work will be determined based on
the results of the Phase II work.
Phase II work will consist of a soil vapor survey, follow-up confirmation soil sampling, and
the installation and sampling of three additional monitoring wells. The extent of the on-
site soil vapor survey is not defined but, it is assumed that it will continue until the
consultant is convinced that they have defined the extent of the on-site soil contamination.
There is no objections at this point to the workplan's proposal that the survey will be
limited to Lincoln Village Center property only. However, Lincoln Properties, Ltd. , should
be aware that it may be necessary to go off-site in the future. Off-site work is a definite
possibility because the sewer laterals traversing the Lincoln Village Center flow to the main
sewer line west of the site, in the residential area.
Two minor clarifications are needed regarding the monitoring well construction and
installation. Boring log intervals must be specified. We would prefer continuous borings
but, at a minimum, borings should be logged at five foot intervals and changes in lithology.
Secondly, the thickness of the bentonite seal is not mentioned or shown in the report. Both
of these concerns should be clarified prior to constructing the wells.
DLB
