(LH) is pleased to submit for your review and approval <br /> our Phase II Workplan for the Lincoln Village Center groundwater contamination <br /> site assessment. This Phase II investigation is planned to further define the <br /> lateral extent of PCE groundwater contamination and to further examine the <br /> suspected soil contamination around the on-site sewer lines. Any additional <br /> work which may be deemed necessary pending results from this proposed Phase II <br /> work will be completed as mutually agreed upon in subsequent phases. As <br /> previously agreed upon with the Regional Water Quality Control Board (RWQCB), <br /> only PCE contamination will be investigated. <br /> Enclosed is a copy of the review memorandum from the RWQCB. The memorandum <br /> states that LH's Phase II Workplan appears sufficient to meet the stated <br /> objectives of the investigation. The RWQCB did request two minor clarifications <br /> regarding monitoring well construction and installation. In response to these <br /> requests, LH has contacted the RWQCB and clarified that it will continuously <br /> monitor drill cuttings during well installation, taking discrete split-spoon soil <br /> samples every five feet or at formation changes. The bentonite seal placed above <br /> the sand pack during well construction will be one foot thick, followed by a <br /> cement grout seal to the surface. <br /> Enclosed is the fee of $35 to cover the costs of your review.
