Lincoln Center and Vicinity Water Supply Memo Page 2 <br /> June 17, 1996 <br /> Contacted Wendy Cohen at the Central Valley Regional Water Quality Control Board (916) 255- <br /> 3075 to provide an update, to inquiry about the fact sheet and to inform her that I would attend <br /> the public meeting on June 19, 1996 at 6:30 PM, but not the pre-public meeting scheduled on <br /> June 18, 1996. She stated that the fact sheet should have been included in the cover of the Draft <br /> Work Plan. Looking under the cover of the three volumes of the draft, I stated that I did not find <br /> it and she stated that she would fax a copy over. I informed her that a memo would be prepared <br /> summarizing my research and would be provided to her prior to the June 18, 1996 meeting. <br /> Contacted the San Joaquin County Municipal Utilities at (209) 468-0337, Shelly transferred me <br /> to Ron Rall. He stated that there are currently no wells operated by the Lincoln Village <br /> Maintenance District and that they are purchasing water from the City of Stockton and Stockton <br /> East Water (surface water). He indicated that there are three metered interconnects at Plymouth <br /> near I-5, on Pershing between Benjamin Holt and Swain Road, and on Greeley north of Lincoln <br /> Road in between Pershing and Pacific.. <br /> Contacted the City of Stockton Department of Municipal Utilities at (209) 937-8341 and Elena <br /> transferred me to the water field office which in turn transferred me to Raphael Rodriquez(209) <br /> 937-8750. Raphael Rodriquez stated that he was a temporary worker and that I should speak <br /> with Ron Miller. Ron Miller it turns out is in administration and finance. He in turn transferred <br /> me to Doug Jones at (209) 937-8766 who is in charge of water distribution and production. <br /> Doug indicated that while those wells closest to Jean Francis and Podesto's were sampled recently <br /> they have not been on line in a year. Doug stated that all the City of Stockton Wells are <br /> interconnected and use is dependent on the Stockton East supply and system pressure demands. <br /> The wells closest to the Center are all off line: #1 Parkwoods at Brentwood (pumps pulled on <br /> 6/14/96 for mechanical repair), #2 Swenson Park, #11 Inglewood, and #12 Leslie. Wells nearest <br /> to the site, that are currently being used, are located at #25 Swain Road near the UP rail road <br /> tracks, #26 Hammer Lane near Highway 99, and #27 Bianchi Road near the UP rail road tracks. <br /> Contacted Jean Francis and informed her about the City of Stockton water system used to supply <br /> her residence and the agreement with the City of Stockton and Stockton East to supply water that <br /> is used by Podesto's. She had questions regarding the suit if the wells were not contaminated. <br /> I explained that the property owner sued the dry cleaners because they had used the chemicals <br /> related to the contamination and that the wells that were contaminated were not used and were <br /> subsequently destroyed. She stated that she would inform her neighbors and the owner about the <br /> water situation. I encouraged either herself or one of her neighbors to attend the community <br /> meeting that is scheduled for June 19, 1996. <br /> Contacted Ron Rall at San Joaquin County Municipal District (209) 468-3090 to inquire when <br /> the Lincoln Village Maintenance District Wells were taken off line and when the City of Stockton <br /> interconnects were made. He called me back with the information that in 1984 when the <br /> contamination was detected that Lincoln Village Wells#1, #2, and#6 were taken off line and that <br /> in 1989 the District entered into agreement with the City of Stockton and Stockton East to supply <br /> water to the Lincoln Village area. The first interconnects were installed in 1990 and Lincoln <br /> Village Wells #3, #4, and #5 were placed on emergency standby. Ron further stated that all <br /> Lincoln Village wells were subsequently destroyed. <br />
