Box 5004 Stockton, California 95207 <br /> San Ramon, California 9483-0804 <br /> Subject: Request for Property Access to Conduct Field Activities at Bill Parks Chevron Station <br /> Property, Chevron Station No. 9-6171, Lincoln Center, Stockton, California <br /> Dear Ms. Owen, Mr. Hunter, and Mr. Parks: <br /> On behalf of the Settling Dry Cleaning Defendants (SDCDs), Levine-Fricke-Recon Inc. (LFR) is <br /> requesting access to conduct field activities on the Bill Parks Chevron Station property located at <br /> 6633 Pacific Avenue, Stockton, California(the "Subject Property"). This work will be conducted <br /> in accordance with the terms and conditions of the Access Agreement to conduct environmental <br /> investigation activities on the Subject Property, and as described in the "Work Plan for <br /> Environmental Investigation, Lincoln Center, Stockton, California," dated September 23, 1996 and <br /> the "Interim Remedial Action Work Plan, Lincoln Center, Stockton, California," dated <br /> September 3, 1996. <br /> The SDCDs have.proposed to implement certain Interim Remedial Actions (IRAs) at the Lincoln <br /> Center site. IRAs are short-term remedial solutions designed to protect public health and the <br /> environment during the environmental investigation while long-term cleanup solutions are being <br /> developed. A Phase I IRA is currently being developed which will include installing a series of <br /> groundwater wells along the eastern border of Lincoln Center to extract chemically affected <br /> groundwater from the shallow (A-zone) aquifer. Extracted groundwater will be conveyed through <br /> pipelines, to be installed underground, to a centralized treatment unit to be installed at Lincoln <br /> Center. The Regional Water Quality Control Board has requested that the Phase I IRA be <br /> implemented as soon as possible to avoid further migration of chemically affected groundwater in <br /> the A-zone aquifer. <br /> Cone Penetrometer Testing (CPT) and Push-In Polyvinyl Chloride (PIPP) Investigation <br /> r <br /> Field Activities <br /> The CPT/PIPP investigation is being conducted to evaluate the subsurface sediments and the <br /> distribution of certain hazardous substances present in groundwater beneath Lincoln Center, <br /> including the Subject Property.
