(LFR) presents this <br /> letter report summarizing activities for the period from December 1, 1996 to January 31, 1997 <br /> ("the bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," as defined <br /> in the First Final Consent Decree Order, Judgment and Reference To Special Master, filed with the <br /> Court on January 19, 1996). The information in this letter report is provided pursuant to <br /> Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing Investigation, Monitoring, <br /> and Testing of the Hazardous Substance Contamination at and Emanating from Lincoln Center and <br /> Order of Reference to Special Master," issued by Judge Levi of the United States District Court, <br /> Eastern District of California, and filed on August 16, 1993. <br /> Ongoing Data Collection <br /> The following data collection activities were conducted at the Site during the bimonthly period: <br /> • Fluid levels were measured in site monitoring wells on December 16 and 17, 1996 and January <br /> 13 and 14, 1997. Table 1, attached, presents a summary of groundwater elevation data for <br /> these months. <br /> • Access negotiations with private property owners and their tenants continued, to obtain <br /> permission to conduct Remedial Investigation and Interim Remedial Action (IRA) activities on <br /> these adjacent properties. <br /> • Construction of the Storage and Operations Compound (SOC) began on January 13, 1997. The <br /> estimated completion date for the SOC is the end of February 1997. <br /> • A supplemental sewer video survey was conducted from December 17 to 20, 1996. <br /> In addition, the following Phase I IRA field scoping activities were conducted during the bimonthly <br /> period: <br /> • Cone penetration testing (CPT) and push-in polyvinyl chloride penetrometer (PIPP) borings <br /> were installed along the eastern border of Lincoln Center and at the Lincoln Elementary School <br /> 1900 Powell Street, 12th Floor, Emeryville, California 94608-1827 • (510) 652-4500 • fax (510) 652-2246 • Offices Worldwide <br />
