• <br /> BUR <br /> LEVINE•FRICKE <br /> February 26, 1999 I <br /> 4111.90-001 <br /> TO: PARTIES ON THE ATTACHED DISTRIBUTION LIST <br /> Subject: Bimonthly Letter Report for December 1, 1998 through January 31, 1999, Lincoln <br /> Center, Stockton, California <br /> Dear Interested Parties: <br /> On behalf of the Settling Dry Cleaning Defendants, LFR Levine-Fricke (LFR) presents this letter <br /> report summarizing activities for the period of December 1, 1998 through January 31, 1999 ("the <br /> bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," as defined in the <br /> "First Final Consent Decree Order, Judgment and Reference To Special Master," filed with the <br /> Court on January 19, 1996). The information in this letter report is provided pursuant to <br /> Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing Investigation, Monitoring, <br /> and Testing of the Hazardous Substance Contamination at and Emanating from Lincoln Center and <br /> Order of Reference to Special Master," issued by Judge Levi of the United States District Court, <br /> Eastern District of California, and filed on August 16, 1993. <br /> Ongoing Data Collection and Field Activities <br /> The following data collection and field activities were conducted at the Site during the bimonthly <br /> period. The scope of work for these activities was discussed in advance with Lincoln Properties, <br /> Ltd.; the Regional Water Quality Control Board, Central Valley Region (RWQCB); and the San <br /> Joaquin County Public Health Services, Environmental Health Division (SIC PHS/EHD), where <br /> applicable. <br /> • Quarterly fluid levels were measured and groundwater samples were collected from November <br /> 15 through November 19, 1998. Groundwater elevation data and analytical results of these <br /> samples were presented in the fourth quarter 1998 groundwater monitoring report (submitted to <br /> the RWQCB on February 12, 1999). <br /> • Cone penetration testing/push-in polyvinyl chloride piezometer (CPT/PIPP) borings were <br /> advanced on January 5, 1999, and groundwater samples collected on January 11 and 12, 1999, <br /> at CPT-252 and CPT-253 as part of the additional Plume Perimeter Investigation (Locations 23 <br /> and 20, respectively, on Figure 1). <br /> • One A-zone monitoring well was installed on the Fahn property on December 28, 1998 <br /> (MW-115A; Location 22 on Figure 1).
