f 4 L1 LFR LEVINE• FRICKE December 31, 1998 `� 4111.90-001 TO: PARTIES ON THE ATTACHED DISTRIBUTION LIST Subject: Bimonthly Letter Report for October 1, 1998 through November 30, 1998, Lincoln Center, Stockton, California Dear Interested Parties: On behalf of the Settling Dry Cleaning Defendants, LFR Levine-Fricke (LFR) presents this letter report summarizing activities for the period of October 1, 1998 through November 30, 1998 ("the bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," as defined in the "First Final Consent Decree Order, Judgment and Reference To Special Master," filed with the Court on January 19, 1996). The information in this letter report is provided pursuant to Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing Investigation, Monitoring, and Testing of the Hazardous Substance Contamination at and Emanating from Lincoln Center and Order of Reference to Special Master," issued by Judge Levi of the United States District Court, Eastern District of California, and filed on August 16, 1993. Ongoing Data Collection and Field Activities The following data collection and field activities were conducted at the Site during the bimonthly period. The scope of work for these activities was discussed in advance with Lincoln Properties, Ltd.; the Regional Water Quality Control Board, Central Valley Region(RWQCB); and the San Joaquin County Public Health Services, Environmental Health Division (SJC PHS/EHD), where applicable. Quarterly fluid levels were measured and groundwater samples were collected from November 15 through November 19, 1998. Groundwater elevation data and analytical results of these samples will be presented in the fourth quarter 1998 groundwater monitoring report to be submitted to the RWQCB in February 1999. • Cone penetration testing/push-in polyvinyl chloride piezometer (CPT/PIPP) borings CPT-247 through CPT-251 were advanced from September 28 through October 1, 1998, as part of the additional Plume Perimeter Investigation(Locations 12 through 16 on Figure 1).
