(Geosytec) has prepared this Addendum to the July 18, 2014 Decommissioning
and Well Destruction Work Plan (Work Plan) for the Lincoln Center in Stockton, California (the
Site). The Addendum includes additional information requested by the San Joaquin County
Environmental Health Department (SJCEHD) to address abandonment procedures proposed for
soil vapor extraction (SVE) and air sparge system wells and monitoring probes at the Site.
These issues were discussed in a meeting with the SJCEHD on July 23, 2015 and at the meeting
it was requested that Geosyntec prepare and submit this Addendum. This Addendum includes a
number of attachments (figures and tables) that were presented at the meeting and that support
the recommendations made herein.
The original Work Plan provided methods for abandonment of the system including 36 SVE
wells (labeled SVE in Attachment 1, Table 1 and Figure 3), 22 soil vapor monitoring probes
(labeled SVMW on Attachment 1, Table 1 and Figure 3), and 59 air sparge wells (labeled AS on
Attachment 1, Table 1 and Figure 3) and associated piping and treatment systems. Construction
information for these wells is included in Attachment 1, Table 1 and the well and probe locations
are shown on Attachment 1, Figure 3. The original Work Plan called for abandonment of the
SVE wells, soil vapor monitoring probes, and air sparge wells by over-drilling all but three of the
SVE wells.
After submittal of the Work Plan and procuring the permits necessary to implement the field
activities, the Trust contacted County Counsel regarding the requirement to over-drill the SVE
engineers I scientists I innovators
