monitoring wells MW-3 through MW-11, except MW-8 which was abandoned Groundwater
samples were obtained by EMC on February 15,2001 and delivered in a chilled state, in an ice chest,
following strict Chain-of-Custody procedures to a state certified laboratory These samples were
analyzed for volatile aromatic compounds of benzene, toluene, ethylbenzene, and xylenes (BTEX)
and oxygenates(including MTBE)by EPA method 826013,and total petroleum hydrocarbons(TPH-
g) by EPA method 8015M modified for gasoline Ethanol and Methanol were analyzed by EPA
method D285 (Glycols-Alcohols)
TPH-g, BTEX, and MTBE concentrations appear in Table 1, while historical oxygenates and
alcohols results are presented in Table 2 Copies of laboratory reports and Chain-of-Custody
documents are included in Appendix B The TPH-g, benzene, and MTBE isoconcentration maps
are presented in Figures 2, 3, and 4. Laboratory results indicate TPH-g and benzene were below
the laboratory detection limits in all samples Detectable concentrations of MTBE were found in
wells MW-5 (1 2 ug/L), MW-6 (2 2 ug/L), MW-7 (1 3 ug/L), MW-11 (976 ug/L)
Since the third quarter of 1997, Thrifty has analyzed for the requested oxygenates di-isopropyl ether
(DIPS), ethyl-tert butyl ethyl (ETBE), tert-amyl methyl ether(TAME), and tert-butanol (TBA), and
MTBE by method 8260B The following alcohols were also requested for analysis ethanol and
methanol Laboratory results indicate no alcohols or oxygenates (besides MTBE) were detected,
with the exception of 33 ug/L TBA in well MW-11
• Summary and Recommendations
On December 7, 1999, the San Joaquin County Public Health Services, Environmental Health
Division (PHS/EHD) approved The Corrective Action Plan (CAP), August 18, 1999 for this site
Thrifty has selected Advanced GeoEnvironmental, Inc (AGE)of Stockton, California(a consultant)
to perform the remediation system installation The remedial installation activities include
acquisition of all necessary permits, installation of gas and electrical service lines, delivery and
hookup of the thermal oxidizer and groundwater treatment equipment, and start-up of the remedial
system
Thrifty consultant Advanced Geoenvironmental, Inc (AGE) has nearly completed all the above
installation tasks, but delays in utility installation by Pacific Gas and Electric (PG&E)have occurred
due to the recent energy crisis These problems are addressed in a letter from AGE to Thrifty dated
March 14, 2001 and is presented in Appendix C At this time, Thrifty anticipates the remediation
system operations and construction will be finalized shortly and start-up is projected to be in the
second quarter 2001
Thrifty requests that the oxygenates sampling scheduled for this site be changed from a quarterly
event to an annual event The proposed annual oxygenate sampling event would take place during
. the 1 st quarter of each year, unless otherwise directed by the SJCPHS This request is the follow up
to a telephone conversation between Mr Raymond C Fnednchsen (Thrifty representative) and Mr
Mike Infurna, Jr on December 14, 2000 Thrifty is still awaiting a response from your office
