The workplan was prepared in <br /> response to Requirement No. 8 of Cease and Desist Order No. R5-2003-00125. I have the following <br /> comments on the workplan: <br /> Groundwater Well Installation Portion of the Workplan <br /> • The workplan proposes installation of two additional groundwater monitoring wells; one on the east <br /> side of Land Application Area (LAA) No. 2 and the second south of LAA No. 4. The wells are <br /> intended to monitor upgradient groundwater conditions. Staff notes that the proposed wells are <br /> adjacent to the existing LAAs, which might be within a groundwater mound created by the <br /> wastewater application. The data collected by upgradient wells located so close to an established <br /> LAA might be ambiguous. The proposed locations must be reevaluated for mounding effects and the <br /> wells located further upgradient if that is possible. <br /> • Soil samples will be collected from the soil borings for chemical analysis. As discussed above, the <br /> location of the borings might make the data interpretation ambiguous since it will be unclear if the <br /> area has been impacted by present or historic wastewater application. <br /> • Section 2.3.3 describes surveying the newly constructed well locations. The survey must include the <br /> existing wells to allow calculation of groundwater elevation maps across the site. <br /> • Section 2.5 describes the groundwater sampling and Table 3 lists the analytes that are proposed for <br /> analysis. Table 3 does not include Total Kjeldahl Nitrogen (TKN) and Trihalomethanes, which are <br /> included in the 14 September 2001 Revised Monitoring and Reporting Program (MRP).
