Paul Franzia - 2 - 14 October 2003
Vadose Zone Monitoring Portion of the Workplan
f
• It is unclear why all the vadose monitoring data will be collected from LAA No. 5. The water
balance presented in Table 2 includes all the LAAs. Please describe why vadose zone monitoring
should only occur in LAA 5.
• Please provide drawings of the basin lysimeter design and the suction lysimeter design.
• Section 3.1.2 describes a sampling frequency that is adequate to provide data for the Effluent
Limitation Determination Technical Report but does not state what the frequency will be. Please
describe the sample collection frequency.
• Section 3.1.3 describes installation of the backfill material at permeability values close to the original
soil before excavation. Please describe how that will be accomplished.
• Section 3.2 describes installation of suction lysimeters at various depths depending on soil texture
changes. Please describe the type of soil that is targeted for the installation.
• Table 3 presents the analyte list for samples collected from the suction lysimeters. Please provide an
evaluation of the amount of sample that will be collected and the required sample volume for the
analyses that are proposed. If inadequate sample volume is collected will additional sample be
collected later or will some analyses be cancelled?
In order to meet the proposed installation schedule, by 21 October 2003, please submit a workplan
addendum addressing the above comments. If you have any questions on this information, please
telephone me at (916) 255-3116.
TIMOTHY f. 0'BRIEN
Waste Discharge to Land Unit
cc.: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
Robert Chrobak, Kennedy Jenks Consultants, San Francisco
VASan_Joaquin_Noal 5lSwfll0bricnTISan JoaquimBarrel Tcn Escalon WinffOranzia 9 Oct 03.doc
