The RWD was required <br /> by Cease and Desist Order (CDO) No. R5-2003-0125. The Discharger submitted RWD <br /> amendments on 19 September 2005 and 26 May 2006. The RWD proposed significant <br /> changes in the facility operations, including new wastewater treatment systems and an <br /> increase in wine production. <br /> The CDO includes a discussion of groundwater quality that indicates the facility has degraded <br /> groundwater quality as a result of land application of wastewater. Findings No. 14 through 16 <br /> describe the available information at the time the CDO was prepared. Item No. 8 of the list of <br /> deliverables required submittal of a Vadose Zone Monitoring Workplan. You elected to <br /> include addition of more groundwater monitoring wells with the Vadose Workplan. In a <br /> 14 February 2006 Interim Response Review correspondence, staff emphasized the need to <br /> complete groundwater investigations at the site as follows: <br /> The issue of establishing the background groundwater quality has been addressed in a <br /> number of documents, including the CDO. Staff believes background groundwater <br /> quality has been defined by Well No. MW-1. We are aware that Wells MW-6 and MW-7 <br /> have been installed but as stated in correspondence dated 14 October 2003, 24 October <br /> 2003, and 14 November 2003 (attached) data from the wells is ambiguous due to the <br /> close proximity of the land application areas and the potential for groundwater mounds to <br /> have impacted groundwater quality upgradient of the land application area. Adequate <br /> time has certainly been provided for you to better define groundwater quality; if you wish <br /> to demonstrate an off-site source is impacting the groundwater quality beneath your land <br /> application area you should initiate investigations. However, any work that is planned <br /> should be described in a workplan provided to staff for review. <br /> In the 24 February 2006 Request for Extension for Engineering Report prepared by Kennedy/ <br /> Jenks Consultants, Regional Water Board staff was informed that Barrel Ten plans to perform <br /> additional groundwater investigations and that a workplan would be submitted by 31 March <br /> 2006.
