CEASE AND DESIST ORDER N095-2003-0012 -2-
CANANDAIGUA WINE COMPANY
ESCALON CELLARS
SAN JOAQUIN COUNTY
7. Process wastewater is collected by floor drains and is piped to one of two concrete sumps (west or
east sump). Each of the sumps is equipped with a liquid level flow meter. Non-contact cooling
water is discharged to the cooling water sump.
8. All process wastewater and stormwater that falls on the winery is discharged without treatment to
the LAAs. Stormwater that falls on the parking lot is discharged to the adjacent surrounding area.
9. Flow meters were recently installed at the facility. During the year 2001, the discharge of winery
wastewater(excluding the cooling water) averaged approximately 130,000 gallons per day(gpd);
during the 2001 crush season, the flow rate averaged 240,000 gpd. In 2001, the distillery is
estimated to have contributed approximately 48,000 gpd of wastewater for each of the 22 days it
operated.
10. The WDRs allow the Discharger to discharge up to 1,000,000 gpd of cooling water and 400,000
gpd of winery wastewater. However, the water balance contained in the March 2002 RWD shows
the LAAs are insufficient to accommodate either the permitted flows or the current flows when
considering design seasonal precipitation for a 100-year return period. This applies to both the
cooling water application areas (Application Areas No. 6 and 7) and the wastewater application
areas (Application Areas No. 1-5).
11. The Discharger submitted a revised water balance on 15 January 2003 which demonstrated
hydraulic capacity to discharge winery wastewater at a rate of 140,000 gpd for the months
November through July and 450,000 gpd for the months August through October. The revised
water balance also demonstrated the hydraulic capacity to discharge cooling water at a rate of
125,000 gpd for the months November through July and 175,000 gpd for the months August
through October.
12. The Discharger's wastewater data collected since 7 March 2002 are presented below. Because use
of the distillery was discontinued in April 2001, the data is representative of the winery's present
wastewater quality. While variable, the data shows that very high concentrations of BOD, total
dissolved solids, and nitrogen were discharged to the LAAs. In addition, the pH of the wastewater
can range from 3.7 to 11.3 pH units. This data is comparable to than published data for"typical"
wineries.
Crush Season Non-Crush Season
East Sump West Sump East Sump West Sump
Analyte Units min/max/ave min/max/ave min/max/ave min/max/ave
BODS mg/L 4,000/17,000/8,840 4,800/12,000/6,940 5/14,000/5,135 72/2,100/861
TDS mg/L 1,200/4,800/3,320 2,500/4,900/3,320 1,600/14,000/4,630 273/1,900/777
PH mg/L 3.7/9.4/5.0 5.2/6.7/6.0 3.3/9.3/7.0 7.0/11.3/8.0
NO3 mg/L 43/48/45 0.4/49/37 13/50/41 2/47/17
TKN mg/L 38/270/159 23/100/45 2/2,900/785 2/93/17
BODS denotes 5-day Biochemical Oxygen Demand.
