Quarterly project status reports shall be submitted by the 1st day of
the second month following the end of the quarter (i.e., the first quarter 2003 report is due by
1 May 2003) and may be combined with the monthly monitoring reports required by WDRs Order
No. 91-223.
5. By 17 March 2003, the Discharger shall submit and begin implementing a Wastewater
Characterization Workplan. The workplan shall describe a plan to identify all waste streams at
the winery and perform sampling and analysis to characterize each waste stream. The workplan
shall also address methods to determine the source of the trihalomethanes previously detected in
the production wells at the facility.
6. By 2 June 2003, the Discharger shall submit a Solid Waste Disposal Plan that describes how and
where solid waste is stored onsite, the locations that solid waste is disposed of(including owners'
names, street addresses, and parcel numbers), the steps taken during hauling and disposal to ensure
that the waste does not cause nuisance conditions or degrade the groundwater, and the entity
responsible for actually applying the waste to land.
7. By 17 June 2003, the Discharger shall submit an LAA Operation and Maintenance Plan. The
O&M Plan shall be prepared in accordance with Attachment A, and shall discuss all aspects of
managing the discharge operation to comply with the terms and conditions of WDRs Order No.
91-223 (including Discharge Specifications B.5, B.6, and B.8), as well as the terms of this Cease
and Desist Order. A copy of the O&M Plan shall be kept at the facility for reference by operating
personnel and they shall be familiar with its contents.
8. By 1 August 2003, the Discharger shall submit a Vadose Zone Monitoring Workplan prepared in
accordance with, and including the items listed in, the first section of Attachment B: Lysimeter
Installation Workplan and Installation Report of Results. The workplan shall specify design
details for lysimeters, proposed vadose zone monitoring locations, and proposed sampling_
techniques designed to ensure that representative samples of sufficient volume are obtained.
9. By 2 January 2004, the Discharger shall submit an Effluent Limitation Determination Technical
Report, which identifies Constituents Of Concern (COCs) including TDS, sodium, chloride,
nitrogen compounds, biochemical oxygen demand, pH, and metals in the wastewater and proposes
effluent limitations that will not degrade groundwater quality. The effluent limitations must
include an evaluation of the fate and transport of all COCs and clearly demonstrate that discharge
of CDCs at the proposed effluent limitations will not result in groundwater degradation.
10. By 2 January 2004, the Discharger shall submit a Vadose Zone Monitoring Device Installation
Report prepared in accordance with, and including the items listed in, the second section of
Attachment B.
11. By 17 June 2004, the Discharger shall submit a Wastewater Pretreatment Design Report. The
report shall include an implementation schedule for pretreatment activities. The improvements
must reduce CDCs to concentrations that are protective of soil quality and do not degrade
groundwater. The design report shall include an evaluation of the need for wastewater storage
CAMy Docu..0\Wyds`4'Bd.\C&D_R2.dm
