ATTACHMENT C <br /> CEASE AND DESIST ORDER NO.R5-2003-0012 <br /> INFORMATION NEEDS FOR FOOD PROCESSING WASTE DISPOSAL TO LAND <br /> CANANDAIGUA WINE COMPANY,ESCALON CELLARS <br /> SAN JOAQUIN COUNTY <br /> b) calculates wastewater loading of the application area in terms of(include supporting <br /> calculations) <br /> (i) hydraulic loading(gpd, inches/month) <br /> (ii) maximum and average BODS loadings (lbs/acre/day) using actual acreage and <br /> wastewater volumes applied on each day of discharge <br /> (iii) nitrogen loading(lbs/acre/year) assuming no denitrification <br /> (iv) nitrogen loading (lbs/acre/year) assuming a specified denitrification rate <br /> (v) the use of any commercial fertilizers <br /> c) calculates a water and nutrient balance in terms of(include supporting calculations) <br /> (i) a monthly water balance using a rainfall return period of 100 years <br /> (ii) an annual nitrogen balance <br /> The plan must demonstrate that wastewater application at the design flow can be accomplished in <br /> accordance with accepted irrigation practices, and without contributing additional nitrogen to <br /> ground water. The plan must include contingencies for wastewater disposal for periods when the <br /> application area is saturated (i.e., during rainfall events) and for supplemental water if the <br /> wastewater is insufficient for irrigation. The plan must also describe methods to prevent runoff of <br /> tail water into streams, drainage courses, and/or onto properties owned by others, and to prevent <br /> the occurrence of nuisance vectors and odors. <br /> 13. Solids Handling. Describe all solid wastes generated at the facility and discuss how they are <br /> handled and disposed of. Volumes, chemical and physical characteristics, and final disposition of <br /> each waste stream (e'.g., composting, land application, landfilling) needs to be described. If solid <br /> wastes are treated or disposed of on-site, a waste management plan for those wastes needs to be <br /> included. <br /> 14. Monitoring and Reporting. Describe proposed monitoring activities during discharge operations to <br /> determine the accuracy and variance of the information requirements described in Items 2, 3, and <br /> 4. Describe a proposed monitoring plan to demonstrate that the waste management plans described <br /> in Items 11, 12, and 14 are being implemented, and that includes periodic confirmation(e.g., <br /> through frequent sampling)that the loading described in Items 11, 12, and 14 are being adhered to. <br /> Describe a proposed monitoring plan to demonstrate that water quality is not degraded by the <br /> discharge. Water quality monitoring should include groundwater monitoring wells, surface water <br /> monitoring and soils monitoring as appropriate. <br /> 15. Contact Information.
