V <br /> Andy Alexander -2 - 11 October 2005 <br /> aeration at the wastewater treatment pond. That work was completed but other sources at the California <br /> Concentrate facility continue to generate odors. <br /> In response to recent complaints from the public, staff inspected the facility on 20 September 2005. The <br /> aeration pond was not generating odors but the Geohring Pond was generating objectionable odors that <br /> were very strong. The site inspection is described in the attached site inspection report. <br /> Required Technical Reports <br /> In order to minimize the generation of objectionable odors California Concentrate shall submit the <br /> following technical reports. As required by the California Business and Professions Code Sections <br /> 6735, 7835, and 7835.1, the technical reports shall be prepared under the direct supervision of a <br /> California licensed engineer or geologist and signed by the registered professional. <br /> 1. By 14 October 2005, California Concentrate shall submit a contingency plan describing what <br /> actions will be implemented to immediately control the generation of objectionable odors. <br /> 2. By 30 December 2005 California Concentrate shall submit a report describing improvements to <br /> the wastewater treatment system that will control odors from the facility. The evaluation shall <br /> include all portions of the wastewater and solid waste systems. The report shall include an <br /> implementation schedule that shows all construction activities will be completed by 28 April 2006. <br /> Completion of the technical reports is the first step toward correcting the deficiencies of wastewater <br /> treatment at the facility.
