Andy Alexander - 3 - 21 April 2005 <br /> (b)(1) Civil liability maybe administratively imposed by a regional board in accordance with <br /> Article 2.5 (commencing with section 13323) of Chapter 5 fora violation of subdivision (a) in an <br /> amount which shall not exceed one thousand dollars ($1,000)for each day in which the violation <br /> occurs. " <br /> In order to ensure that California Concentrate will complete all work necessary to comply with WDRs <br /> Discharge Specification B.2, California Concentrate is hereby directed to submit the following report. <br /> This request is made pursuant to Section 13267 of the California Water Code. The Discharger owns and <br /> operates the facility that is subject to the WDRs cited herein. <br /> Required Technical Report <br /> By 20 June 2005 California Concentrate shall submit a report documenting that(a)the pond aeration <br /> system is installed and operable, and (b) objectionable odors are not perceivable beyond the facility <br /> boundaries. In addition, the report shall contain 30-days of daily monitoring to demonstrate compliance <br /> with the dissolved oxygen requirement contained in the WDRs. To accomplish those objectives,the <br /> report shall present the following information: <br /> 1. A description of the aerator that was installed in the wastewater pond. The description shall include <br /> manufacturer information on oxygen transfer rates,horsepower of the motor, scheduled run times, <br /> and any automation equipment installed to ensure the wastewater ponds contain at least 1.0 mg/L of <br /> dissolved oxygen. <br /> 2. A tabulation of the results of daily monitoring of dissolved oxygen concentration in the wastewater <br /> ponds and odor conditions. Dissolved oxygen samples shall be collected at a depth of one foot from <br /> each pond in use, opposite the inlet. Samples shall be collected between 0700 and 0900 hours. The <br /> dissolved oxygen meter shall be calibrated each day prior to measuring wastewater dissolved <br /> oxygen. A daily calibration log for the dissolved oxygen meter shall be included in the report. In <br /> addition, an evaluation of the presence of odors (at the property boundary with the mobile home <br /> park) shall be recorded. Odors shall be described as strong, moderate, mild, slight, or none. The <br /> table will present the name of the person collecting the measurements, date,time, location, and <br /> dissolved oxygen measurement. <br /> 3. A figure that identifies the dissolved oxygen sample collection locations. <br /> Completion of the technical report is the first step toward correcting the deficiencies of wastewater <br /> treatment at the facility.
