Staff <br /> contacted Dennis Alexander at California Concentrate and discussed the issue. Mr. Alexander <br /> confirmed the odor condition and stated both aerators were inoperable. <br /> Generation of odors is a violation of California Concentrates' Waste Discharge Requirements (WDRs) <br /> Discharge Specification No. B.2, which states: <br /> Objectionable odors originating at this facility shall not be perceivable beyond the limits of <br /> the property owned by the Discharger. <br /> California Concentrate shall control the odor as soon as possible and by 28 January 2005 shall submit a <br /> report.describing why the aerators were inoperable, how the odors were controlled at this time, and how <br /> they will be controlled in the future. At a minimum, California Concentrate shall repair both aerators <br /> and have them placed in the pond and immediately operable. If further measures are required to control <br /> the odors such as source control,pretreatment, or additional aerators, California Concentrate shall <br /> include a schedule for implementation for those measures in the 28 January 2005 technical report. <br /> Historic Odor Generation Issues <br /> Generation of objectionable odors has been an ongoing issue at the California Concentrate facility. In <br /> 1987,the Regional Board adopted a$5,000 Administrative Civil Liability Order(ACLO) for generation <br /> of odors and failing to submit a technical report to correct the problem. Despite adoption of an ACLO, <br /> California Concentrate continued to generate odors and Cleanup and Abatement Order No. 96-707 was <br /> adopted on 1 May 1997 in part for continuing odor conditions. <br /> Waste Discharge Order No. 98-136 <br /> In the current WDRs under which California Concentrate discharges wastewater, ongoing odor problems <br /> were described as well as the use of two aerators to correct the problem.
