The plan was prepared in response to a 14 February 2001 <br /> Regional Board request for reports pursuant to Section 13267 of the California Water Code. In general, <br /> the workplan is not consistent with the guidance document attachment provided with the 14 February <br /> 2001 Regional Board correspondence. The guidance document is attached to his report review. After <br /> reviewing the workplan, I have the following comments: <br /> — It is unclear if the existing wells will be included in the monitoring well network. Please describe <br /> the status of the existing wells. It they will remain, at a minimum they should be included in the <br /> groundwater elevation measurements. <br /> — Permits from the San Joaquin County Environmental Health Department (SJCEHD) are required for <br /> installation of groundwater monitoring wells. If the existing wells will be destroyed, SJCEHD <br /> permits are required for that work. <br /> — The well locations, as presented on Figure 1, do not adequately monitor the area downgradient of the <br /> percolation bed. Please revise the locations of the wells showing the new well locations. <br /> — Because information on the depth to groundwater is available, it should be included in the workplan <br /> and evaluated to better estimate the anticipated groundwater well construction details. It is <br /> understood that there will be adjustments to the well construction based on field observations. The <br /> groundwater monitoring wells shall be constructed to monitor the first saturated groundwater zone. <br /> — SJCEHD Well Standards Section 13.10.8 recommend surging the sand pack prior to installation of <br /> the transition seal. Section 13.15 lists recommended well development techniques. The amount of <br /> water to be pumped from the wells (7.2 gallons) may not be adequate to develop the wells, especially <br /> if other development techniques are not employed. <br /> — Well development shall be performed at least 12 hours after the annular seal is placed as required by <br /> the San Joaquin County Environmental Health Division (SJCEHD) Well Standards Section 4.8.2. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
