• • J
Mr. Andy Alexander -2 - 29 May 2001
— All wells shall be surveyed for position and elevation to the nearest 0.01 foot accuracy. The existing
wells shall be included in the survey. The survey shall be performed by a California licensed Civil
Engineer or Land Surveyor. The survey report shall be included as an Appendix to the Groundwater
Monitoring Well Installation Report.
— The groundwater sample collection description includes a measurement of the groundwater
elevation. The workplan should state that the groundwater level will be allowed to equilibrate prior
to recording the depth to groundwater.
— Provide a table that presents the analytes, analytical method, container size, container material,
preservatives, and analytical method hold times. Groundwater analytes that are required in the
revised monitoring program are listed below:
Elevation
Nitrate as Nitrogen,
• Total Dissolved Solids,
• Volatile Dissolved Solids,
pH,
• Standard Minerals (Calcium,Magnesium, Sodium, Chloride, Sulfate, Alkalinity Series,
Hardness).
— Use of a two-inch outside diameter well casing will prevent use of standard sized pumps and
sampling equipment. The minimum acceptable inside diameter well casing is two-inches.
— The workplan does not state what the annular seal material will be. Please describe this material; it
must be consistent with SJCEHD Well Standards Section 13.12.3. Bentonite is generally not an
acceptable annular seal material for land application monitoring systems because of its high cation
exchange capacity.
— If a slip cap is used on the bottom of the well casing, it must be secured using stainless steel screws.
— The project schedule presented in the workplan is not consistent with the Regional Board schedule
presented in the 14 February 2001 Regional Board request for reports correspondence. California
Concentrates shall submit the groundwater well installation report by 29 June 2001.
Please resubmit the Groundwater Monitoring Workplan by 8 June 2001. It is recommended that
California Concentrates begin scheduling contractors for implementation of the workplan. If you have
any questions on this conditional approval, please telephone me at (916)255-3116.
TIMOTHY R.
