The violations are listed below: <br /> • The self-monitoring reports do not include all the.analytes required by the Monitoring and <br /> Reporting Program. Effluent samples were not analyzed for nitrates as nitrogen or for electrical <br /> conductivity. <br /> • California Concentrate has been using a Hach Model No. NI-8 test kit to measure nitrate as <br /> nitrogen. The test kit is designed to measure ammonia nitrogen; this is not an appropriate device <br /> to measure nitrate as nitrogen. California Concentrate will immediately cease use of the Hach test <br /> kit. All wastewater analyses shall be performed by a State certified laboratory consistent with the <br /> Standard Provisions and Reporting Requirements, Section C.2, which states, "Chemical, <br /> bacteriological, and bioassay analyses shall be conducted at a laboratory certified for such <br /> analyses by the State Department of Health Services. " <br /> • Dissolved oxygen measurements reported in the 5 November 2000 monitoring report are all 1.0 <br /> mg/l. This does not reflect the natural variation in dissolved oxygen concentrations in wastewater <br /> ponds over time. California Concentrate shall explain how the data was collected and the lack of <br /> variability in the monitoring results in the technical report described below. <br /> • The monitoring reports do not include the required certification language required by the Standard <br /> Provisions Sections B.3 which identify the responsible persons and requires the following written <br /> statement on all monitoring reports: <br /> I certify colder penalty of law that I have personally examined and am familiar with the <br /> information submitted in this document and all attachments and that, based on my inquiry of those <br /> individuals immediately responsible for obtaining the information, I believe that the information is <br /> California Environmental Protection Agency <br /> ...... .........
