" <br /> This is the second Notice of Violation that California Concentrates has received in the year 2000 for <br /> failing to adequately perform the monitoring required by Monitoring and Reporting Program No. 98-136. <br /> California Concentrates is directed to immediately begin monitoring and reporting nitrate and electrical <br /> conductivity parameters in accordance with the Monitoring and Reporting Program. <br /> By 15 January 2001, California Concentrate shall submit a technical report which fully describes the <br /> sampling and analysis program, including the dissolved oxygen results discussed above. The report shall <br /> identify how each analyte or measurement is collected, describe any hand held meters or other devices that <br /> are used to comply with the Monitoring and Reporting Program, calibration procedures for the <br /> instruments, and sampling procedures. This requirement does not apply to laboratory based analytical <br /> instruments but does include any meters or devices the analytical laboratory provides as a sampling <br /> service. <br /> Continued failure to comply with your Monitoring and Reporting Program will result in additional <br /> enforcement actions, which could include a fine of up to $1,000 per day, per incomplete report.
