In general, the <br /> wastewater treatment plant was clean and well maintained. A site inspection photograph log is enclosed <br /> with this letter. The following observations were made during the site inspection: <br /> • All wastewater is being discharged to the wastewater treatment system. Two surface aerators <br /> were observed in the Aeration Pond. No odor was noted in the vicinity of the pond. <br /> • The freeboard of all ponds and evaporation/infiltration areas was acceptable. <br /> • The industrial wastewater percolation area was in good condition with minor plant growth. <br /> According to Mr. Alexander, California Concentrate Company routinely discs the area. Standing <br /> water was observed in all of the ponds and evaporation/percolation areas. The standing water was <br /> attributed to recent rainfall. <br /> • In general, the levees were in good condition during my inspection. The eastern berm of <br /> Oxidation Pond No. 2 had recently been improved with soil, rock and some crushed wood debris. <br /> This area was the subject of a citizen complaint about odor, however, there was no odor at the <br /> berm at the time of the inspection. <br /> • Pomice and stems were observed in the solids storage/composting area. Rain which falls on the <br /> solids storage area will runoff to Oxidation Pond No. 2. <br /> If you have any questions on this information, please telephone me at (916) 255-3116.
