Highway 99 <br /> Acampo, Ca 95220 <br /> NOTICE OF VIOLATION, REPORT OF RECENT INSPECTION AND REQUEST FOR <br /> TECHNICAL REPORTS, CALIFORNIA CONCENTRATE COMPANY, SAN JOAQUIN <br /> COUNTY <br /> The discharge of waste from the California Concentrate Company (Discharger) in San Joaquin <br /> County is regulated by Waste Discharge Requirements (WDRs) Order 98-136. A copy of the <br /> WDRs is enclosed. <br /> Summary of Events and Violations of the WDRs <br /> On 7 September 2017, the San Joaquin Valley Air District notified Central Valley Water Board <br /> staff that they had received four separate odor complaints from tenants at the Mokelumne River <br /> Resort regarding the California Concentrate Company between 26 July 2017 and <br /> 6 September 2017. The Mokelumne River Resort is located adjacent to the Discharger's <br /> wastewater treatment and disposal ponds. Air district staff confirmed the complaint which was <br /> received on 6 September 2017. <br /> The confirmed detection of odors from the Discharger's facility at the Mokelumne River Resort is <br /> a violation of Discharge Specification B.2 of Order 98-136 which states, "Objectionable odors <br /> originating at this facility shall not be perceivable beyond the limits of the property owned by the <br /> Discharger." <br /> Water Board staff contacted the Discharger by phone on 7 September 2017 to inquire about the <br /> wastewater treatment and disposal system, recent odor complaints and past due monitoring <br /> reports. The Discharger informed staff that they had identified low pH (<6.5) in the primary <br /> wastewater pond as the potential cause of the odors and were in the process of adding <br /> potassium hydroxide to the pond to raise the pH. Additionally, the Discharger explained that the <br /> past due monitoring reports would be submitted. <br /> The observed pH below 6.5 is a violation of Discharge Specification BA of Order 98-136 which <br /> states, "Ponds shall not have a pH less than 6.5 or greater than 8.5." <br /> Non-submittal of monitoring reports is a violation of Provision E.1. of Order 98-136 which <br /> states, "The Discharger shall comply with the Monitoring and Reporting Program No. 98-136, <br /> which is part of this Order and any revisions thereto as ordered by the Executive Officer." <br /> KARL E.
