California Concentrate - 2 - 26 October 2017 <br /> San Joaquin County <br /> Staff requested that the Discharger monitor the ponds daily for pH and dissolved oxygen until <br /> the ponds were back in compliance with the WDRs. As of 18 September the pH in the primary <br /> pond was still below the 6.5 requirement in the WDR despite the addition of potassium <br /> hydroxide to the wastewater pond. <br /> On 21 September 2017, Water Board staff performed an inspection of the facility. A copy of the <br /> inspection report is enclosed. During the inspection, staff observed odors associated with <br /> wastewater in the vicinity of the wastewater ponds. The Discharger informed staff that they <br /> were contacting engineers to have the wastewater system evaluated and to resolve the pH and <br /> odor issues. Staff also observed odors associated with wastewater at the Mokelumne River <br /> Resort. <br /> On 19 October 2017, the Discharger informed staff that they had been unsuccessful in resolving <br /> the low pH observed in the wastewater ponds and that they had retained an engineer to <br /> evaluate the wastewater and wastewater treatment system. <br /> Corrective Actions Required <br /> In response to this Notice of Violation, please submit the following by 30 November 2017: <br /> 1. A summary of the actions that have been implemented to identify and mitigate the odors <br /> and pH violations observed during 2017. <br /> 2. A copy of the engineer's Wastewater System Evaluation Report. <br /> 3. A plan and schedule for completing any additional testing, operational changes or <br /> facility modifications identified in the Wastewater System Evaluation Report. <br /> 4. A Solids Management and Disposal Plan that describes how solids generated at the <br /> facility are managed, stored and disposed of to preclude nuisance odor generation and <br /> comply with the WDRs. <br /> 5. A letter signed and stamped by a California Registered Professional Engineer certifying <br /> that the east berm of the percolation beds has been repaired sufficiently to contain <br /> wastewater that is discharged to the percolation beds. <br /> 6.
