INTRODUCTION
This Workplan outlines the additional work necessary to determine the current extent of soil
contamination on the subject property as a result ofthe closed leaking underground storage tank case.
This Workplan also describes the work necessary to assess the site for possible contamination
associated with the on-site aboveground storage tanks, truck wash, and storm water pond-
s.
Location
L. The subject property is identified as 19501 North Highway 99, Acampo, California. The 7.55-acre
site is situated directly north of the West Frontage Road of Highway 99 at Woodbridge Road. The
subject property, APN 013-210-51, is located in the southeast quadrant of the southeast quarter of
Section 25, Township 4 North, Range 6 East, Mount Diablo Base and Meridian.
Other businesses in the immediate area appear to be light industrial in nature and primarily related to
t.. trucking. Across Highway 99 from the subject property is a large trailer park.
Background/Site HistQM.
La
Current Property Owner and Contact Person
The current owner of the subject property is Mr. Lester T. Calkins, 19825 North Highway 99 West
Frontage Road, Acampo, California.
Current and Previous Uses of the Property„and Leak History on the Site:
As noted during a February 27,2003, site visit, the subject property currently houses"Shulz& Sons
Trucking, Inc." Shulz & Sons occupies a small office building in the southeastern portion of the
property, while the northeastern portion of the property appears to be a pallet-related business. Lodi
Truck Center is located in the southwest corner of the property, though its mailbox reads"19601."
A truck wash and two above-ground storage tanks are located north of the truck center. A narrow,
rectangular pond is located along the western boundary of the subject property, directly north of the
Truck Center, and soil is piled to the east of the pond. A third above-ground storage tank is located
immediately to the west of the pallet business. A site map and parcel map are presented in the
appendix.
In 1957, three underground storage tanks were installed at the site: two 10,000-gallon diesel tanks
and one 550-gallon gasoline tank. It is the opinion of NOA Environmental, based on the review of
. previous site assessments provided by Mr. Stephens, that the USTs were located off the southwest
corner of the current Shulz& Sons office building.
On December 20, 1991, Claude C. Wood of Lodi removed the three tanks. The San 3opaquin
County Public Health Services (PHS), Environmental Health Department (EHD), staff inspection
report from that day noted that all tanks and piping were in poor condition, that there was water in
' the excavation, and that a water sample and a sample of the stockpiled soil were taken.
