March 10,2003 NOA Environmental Project Number:LE03-063 Page 4 Mr. Calkins attempted numerous testing and remediation regimens on the UST site in an effort to gain approval to backfill the excavation with the removed soil. He employed FGL Environmental of Stockton, Chemical Specialties of Shingle Springs, T & T Earth Services of Jackson, Park Environmental of Sacramento, and Advanced GeoEnvironrnental of Stockton in various capacities from 1991 through 1996. As of March of 1996, the excavation remained unfilled. In the summer of 1995, the excavation was backfilled with clean dirt to a depth of approximately 4 feet below surface grade(bsg). Plastic sheeting was placed above the clean soil to act as a vapor and water barrier. Hydrocarbon-impacted soil from the previously stockpiled soil was then used to fill the upper four feet. On May 14, 1996, five soil borings were advanced by Soil Explorations Services, Inc. of Rancho t. Cordova. Four borings were advanced to 3 5 feet and one to 25 feet. Samples were collected at five- foot intervals. The samples selected for analysis yielded non-detect results for total petroleum + hydrocarbons as diesel and for benzene, toluene, ethyl benzene, and xylenes. r~. PHS issued a"no further action"letter to Mr. Calkins on January 16, 1997. The letter stated that, "based on the information in the above-referenced file and with the provision that the information L- provided to this agency was accurate and representative of site conditions, no further action related to the underground tank release is required."
