Patton Ave RO#: 1556
Stockton, CA. 95215 PR#: 0522351
San Joaquin County Environmental Health Department (EHD) Local Agency
Groundwater Protection/Underground Injection Control (UIC) Program staff has
reviewed Limited Site Assessment Work Plan dated February 9, 2004 as submitted by
Advanced GeoEnvironmental Inc (AGE) and has the following comments.
The plan calls for immediate pumping of the septic tank and containerizing the contents
onsite for treatment to remove the biological hazard. After the contents have been
biologically decontaminated, the remaining chemical liquid/sludge waste will be
transported as Hazardous Waste to an approved treatment facility. EHD approves this
procedure.
Also included in the proposal was the washing and rinsing of the septic tank in
preparation for the required EHD inspection. The rinseate for this procedure will be
added to the previously collected chemical waste. EHD approves this procedure.
Please provide EHD with 48-working hour notice for the tank inspection.
To verify the extent of the contamination introduced into the septic tank, soil borings will
be advanced into the native soil for soil sample collection. The samples are to be
collected 1 to 2-feet below the septic tank, the distribution box (d-box), and every 20
linear feet of each leach line by GeoProbe push-point equipment. Soil samples are to be
analyzed for Total Petroleum Hydrocarbons as gasoline, diesel, oil &grease (TPHg,
TPHd, TPHo&g) by EPA Method 8015m and Total Recoverable Petroleum
Hydrocarbons (TRPH) by EPA Method 418.1. Additionally, Volatile Organics by EPA
Method 8260b (full scan, report all peaks) and pH by EPA Method 150.1 will be
analyzed.
EHD approves the proposal with the following inclusion. Methamphetamine by EPA
Method "HPLC-UV by USP #24" is to be added to the laboratory analyses for the
following soil samples. EHD will require the septic tank and D-box soil samples and the
first and last soil sample of each leach line to include this test.
