Patton Ave RO#: 1556 <br /> Stockton, CA. 95215 <br /> On September 10, 2003, the above referenced site was posted by San Joaquin County <br /> Environmental Health Department (EHD) Housing Abatement Program as uninhabitable <br /> due to the operation of illegal drug manufacturing. Subsequent testing of the septic <br /> system on site revealed that the septic tank contained hazardous materials and/or <br /> wastes. <br /> San Joaquin County Ordinance Code Section 9-1110.7 prohibits disposal of hazardous <br /> materials/waste (solvents and toxics) in a septic system. <br /> EHD has implemented a Local Agency Groundwater Protection/Underground Injection <br /> Control (UIC) Program in accordance with guidelines prepared by the United States <br /> Environmental Protection Agency (USEPA). The primary focus of the program is to <br /> protect drinking water resources by identification and evaluation of subsurface disposal <br /> of prohibited substances. The presence of Toluene, 1,1-Dichloroethene, cis 1,2- <br /> Dichloroethene, Chloroform, Tetrachloroethene, and Xylene in your septic tank makes it <br /> subject to the underground injection control regulations and our local program. <br /> Further investigation to determine if the chemicals found in the septic tank flowed into <br /> the leach lines (and seepage pits, if applicable) of the septic system must be performed <br /> to evaluate if there is a threat to drinking water. EHD requires that you submit a work <br /> plan to gather soil samples from under the tanks, the distribution box, and every 20- <br /> linear feet of each of the leach lines. If seepage pits are located at the end of the leach <br /> lines, additional soil samples may be required to be collected from below the pits if the <br /> soil laboratory data from the samples at the end of the lines indicates the hazardous <br /> waste/material has reached this area. <br /> At this time, EHD will not require the tenants of this residence to vacate the premises, <br /> but cautions that continued use of the wastewater system could cause the chemicals <br /> detected in the septic tank to migrate to the leach lines and seepage pits. Additional <br /> migration could substantially increase the chances that the soil under the leach lines <br /> would become impacted. Results of the soil analyses will be evaluated to determine <br /> whether additional remedial action is required. Substantial contamination would require <br /> additional investigation (soil and ground water) at an additional cost to you. You may <br /> wish to make alternative sanitary facilities available for the tenants in order to avoid <br /> further contaminant migration. <br />
