State Hwy 99 Frontage PE: 29.51 <br /> Stockton, CA. 95215 SWRCB-CUF Claim #: 018200 <br /> San Joaquin County Environmental Health Department (EHD) has been asked to <br /> provide this letter in support of the corrective action activities performed at the <br /> above referenced underground storage tank (UST) site during June 2003. <br /> EHD approved a permit to install dispenser pans and conduct secondary <br /> containment repairs at this card lock facility on May 7, 2003. Soil samples were <br /> collected under EHD witness and analyzed as required. The laboratory results of <br /> the soil testing indicated that petroleum had impacted the soil at multiple <br /> dispenser areas. An unauthorized release form (URF #03-U11) and Proposition <br /> 65 (#03-33) was filed for this site. <br /> EHD advised the responsible party (RP) for the site, ER Vine & Co that based on <br /> the concentrations of petroleum in the soil samples further investigation would be <br /> required. <br /> EHD verbally approved the work plan submitted on behalf of the RP to remove <br /> (over-excavate and dispose) the petroleum-impacted soil immediately, so as to <br /> avoid delays and additional expenses for facility start up. Since the amount of <br /> soil estimated for removal was 75 cubic yards and the cost-effectiveness- <br /> feasibility evaluation by the RP supported this approach, EHD approved the <br /> request as an interim corrective action/investigation. <br /> Over-excavation activities began on June 9, 2003. Laboratory results indicated <br /> that some residual soil contamination remained. EHD received a verbal proposal <br /> to excavate additional soil and verbally approved the proposal. On June 26, <br /> 2003, additional over-excavation was conducted. A total of 138 tons of <br /> contaminated soil was removed and disposed of as a result of the excavation <br /> activity. <br />
