PHS-EHD agrees with
your conclusions and approves of SVE as a corrective action for this site.
Please submit a Corrective Action Plan (CAP) that recommends target cleanup levels
for long-term corrective actions to PHS-EHD for concurrence. Target cleanup level
shall be based on the impact assessment, prepared in accordance with California Code
of Regulations, Title 23, Division 3, Chapter 16, Article 11, Section 2725, subsection
(e).
Once the Corrective Action Plan has been approved by PHS-EHD, you should forwe rd
a copy of the CAP to the State Water Resources Control Board (SWRCB) Cleanup
Fund for cost pre-approval. After the fund has approved your costs for the CAP, yo
may enact the remedial plan.
During the time it takes to formulate and approve the CAP, PHS-EHD recommends at
a test program be initiated for enhancing in-situ bio-remediation by increasing dissolved
oxygen in the groundwater. Oxygen releasing compound bags (ORC) could be
inserted into the monitoring wells that currently have water above the screened interval
and the wells could then be monitored for an increase in the level of dissolved oxyge .
In conversations with the SWRCB Cleanup Fund staff, this relatively low cost metho
has been approved for sites not ready to perform active groundwater r'6mediation.
A Division of San Joaquin County Health Care Services
