DESIGNERS/CONSULTANTS
Mr. Theodore Wittmayer
Attorney at Law
Stone Brothers and Associates 925,26
1024 West Robinhood Drive
Stockton, CA 95207
Subject: Suggested Scope of Tank Site Investigation MQ19 4j
Montgomery Ward Auto Center, Stockton, California RfC[IVE
( w
Dear Mr. Wittmayer, s y
Per our discussion during the meeting November 13, 1991, the following issue bwbUj
addressed in your letter to Montgomery Ward:
1. The investigation 'roposed by Montgomery Ward's contractor, Environmental Audit,
needs to focus specifically on defining the lateral and vertical extent of gasoline compound
presence related to the former underground storage tank (UST) location.
This should include investigation of the compound extent in soil and should also address
the possibility that gasoline compounds have reached groundwater. If a groundwater
investigation is not proposed, sufficient rationale should be offered as to wh such an
investigation is not needed.
2. The concrete slab which remains buried beneath the former UST location saould be
removed and disposed of, and soil samples should be collected from beneath the slab.
This procedure is generally required by the San Joaquin County EnvironmentO Health
Division (EHD) before site closure can be considered.
3. The fuel product piping which remains buried beneath the parking lot on the west side
of the Montgomery Ward Auto shop should be removed and disposed of properly. This
is a requirement of the Tri-Regional Board Staff Recommendations for Preliminary
Evaluation and Investigation of Underground Tank Sites ("Tri-Regional Guidelines")
published by the State of California, dated August 10, 1990.
it has been`WE0-Tviv s experience that the above stated procedures are the minimum triat would
be required by the County EHD in order to further evaluate the site and eventually g closure
of the tank site.
Should you have any questions regarding these suggestions, please do not hesitate to contact me.
Sincerely,
ROOY F.
