Although the review of the report is not yet completed, a cursory reading indicates the presence of contaminants and the additional work required to obtain closure of the site. By letter dated March 27, 1991 addressed to Mr. Mark Gilmartin, with a copy to your office, I addressed what I thought and continue to believe were inadequacies in the Montgomery Ward proposal. I believe a copy of the review and evaluation of the Environmental Audit, Inc. , Phase II site assessment work plan prepared by Westin, Inc. at the request of Stone Bros. was included. However, in the event it was not, I am including a copy of the report. I direct your attention to item 3.0 on pages 2 - 4. It is the understanding of Stone Bros. , that current protocols of San Joaquin County require penetration and sampling beneath concrete slabs. This was not included as part of the assessment work plan. It is also apparent that the work assessment plan did not address the issue of product piping, yet remaining in place, and no sampling was made of such piping. It appears to Stone Bros. that the most economical method in terms of time and cost, would be the removal concrete slab and the associated product piping from the site.
