Box 2009 NVIRONMENTAL HEALT <br /> Stockton, CA 95201 <br /> PERMI l/SER'ViCES <br /> Re: Montgomery Ward Site <br /> 5400 Pacific Avenue <br /> Dear Ms. Ratliff: <br /> Stone Bros. & Associates has recently received, and is now reviewing, the <br /> Phase II Environmental Audit Report with respect to the above referenced site. <br /> Although the review of the report is not yet completed, a cursory reading <br /> indicates the presence of contaminants and the additional work required to <br /> obtain closure of the site. <br /> By letter dated March 27, 1991 addressed to Mr. Mark Gilmartin, with a copy to <br /> your office, I addressed what I thought and continue to believe were <br /> inadequacies in the Montgomery Ward proposal. I believe a copy of the review <br /> and evaluation of the Environmental Audit, Inc. , Phase II site assessment work <br /> plan prepared by Westin, Inc. at the request of Stone Bros. was included. <br /> However, in the event it was not, I am including a copy of the report. I <br /> direct your attention to item 3.0 on pages 2 - 4. <br /> It is the understanding of Stone Bros. , that current protocols of San Joaquin <br /> County require penetration and sampling beneath concrete slabs. This was not <br /> included as part of the assessment work plan. It is also apparent that the <br /> work assessment plan did not address the issue of product piping, yet <br /> remaining in place, and no sampling was made of such piping. <br /> It appears to Stone Bros. that the most economical method in terms of time and <br /> cost, would be the removal concrete slab and the associated product piping <br /> from the site. <br /> We would appreciate your comments at your earliest convenience. <br /> Very t y you <br /> Theodore I.
