KEI-P88-077 <br /> July 26, 1988 <br /> Page 3 <br /> * Estimated volume of soil contaminated with volatile <br /> hydrocarbons are as follows: <br /> Concentrations Volume of Cubic Yards <br /> >1000 ppm TPH 157 <br /> 700-1000 ppm TPH 152 <br /> 10-700 ppm TPH 880 <br /> Total = 1, 189 yards <br /> TECHNICAL APPROACH <br /> In an effort to expedite the remedial action work and to minimize <br /> costs, Kaprealian Engineering, Inc. (KEI) proposes to <br /> simultaneously conduct further potential contamination <br /> delineation with the proposed excavation work. KEI proposes the <br /> following scope of work: <br /> I. Remedial action plan for contaminated soil. <br /> II. Remedial action plan for groundwater. <br /> III. Mitigation measures. <br /> I. SOIL REMEDIATION <br /> The following paragraphs describe procedures for stockpiling <br /> contaminated and non-contaminated soils as they are excavated: <br /> HEALTH AND SAFETY: <br /> A primary concern during construction will be to provide for the <br /> health and safety of workers in this area. The contractor <br /> performing the work will be required to have a health and safety <br /> plan that conforms with Cal-OSHA requirements and emergency <br /> procedures ready, if needed, to protect his staff. We anticipate <br /> that this plan, at a minimum, will include provision for <br /> respirators, air venting of the trench, skin protection for the <br /> workers, and monitoring flammable and toxic vapors. The county <br /> environmental Health Department will be notified before <br /> excavation is commenced so that they may be present during the <br /> initial and/or critical areas to check for proper safety <br /> procedures. <br /> SOIL EXCAVATION AND STOCKPILE: <br /> The soil excavated from the area of concern will be stockpiled on <br /> site so that they can be aerated. Approximately 6000 cubic yards <br /> will be excavated. In stockpiling the soil, provisions will be <br /> made to contain water runoff with earthen berms. During <br /> excavation, soil samples will be collected from sidewalls of the <br /> excavated pit to determine the lateral extent of the excavation. <br />
