KEI-P88-077
July 26, 1988
Page 4
SOIL AERATION AND DISPOSAL:
Samples of the stockpiled soil on the site will be obtained and
analyzed for TPH to evaluate the concentrations and the need for
aeration or other treatment prior to disposal. One composite
soil sample will be collected from every 50 cubic yards of
stockpile in order to document hydrocarbon concentrations in the
soil and to obtain approval from the San Joaquin Air Quality
Management District for aeration. Each composite sample will be
consited of four grab samples taken from various locations and
composited onto one.
Composite samples will be tested for TPH using EPA methods. if
the TPH concentrations are not detectable (less than 10 ppm) , the
✓ soil will be considered acceptable or unres ric
I a use on or
off-site. If the concentrations of TPH are less than 100 but
greater than 10 ppm, the soil will be segregated for later
hauling to a Class III landfill or, possibly, aeration. If
concentrations are greater than 100 ppm, the soil will be
aerated, using the aeration procedures in accordance with the Air
Board, to reduce the concentrations below this value. After
aeration, if performed, additional soil samples will be obtained
(one composite sample for each 50 cubic yards selected using the
vapor screening method described in the previous paragraph) and
analyzed to confirm that the TPH concentrations are less than 100
ppm. Aerated soil will be hauled to a Class III landfill unless
the TPH concentrations are less than 10 ppm, in which case their
disposal or reuse will be unrestricted. Approval will be
obtained from the RWQCB for disposal to an approved Class III
landfill. County HEalth and Department of Health Services will
also be notified for a permit to stockpile contaminated soil that
exceeds 1000 ppm TPH.
II. GROUNDWATER REMEDIATION
* Assess the background quality of the shallow groundwater
aquifer in the project site vicinity.
* Install two additional wells (MW-7 and MW-8) as shown on the
attached site plan.
* Sample and analyze all existing wells and the proposed new
wells for TPH, BTEX and chlorinated hydrocarbons.
