The RIW was the sole source <br /> for irrigation of the San Joaquin Delta College (Delta)campus, and was utilized for about 13 hours out <br /> of every 24-hour period at an average pump rate of 550 gallons per minute. <br /> Based on review of our files for your respective unauthorized releases located at 5606 Pacific Avenue <br /> (Unocal) and 5400 Pacific Avenue (Montgomery Ward), your sites clearly appear to be, either <br /> individually or as a commingled plume, the source of the petroleum contamination found in the RIW. <br /> Additional investigative data will be required to demonstrate that either of the two sites is solely <br /> responsible. At this time, you are both considered jointly responsible for all activities necessary to <br /> investigate and analyze the effects of the contamination identified in the RIW, and all other actions as <br /> necessary to abate the effects of the contamination, which includes the replacement of an equivalent <br /> alternative water source. <br /> Regional Board staff has met with the appropriate Delta Staff(environmental, administrative and <br /> facilities), and San Joaquin County Environmental Health Division staff to discuss alternatives to this <br /> problem. The result is both a short term alternative and a more permanent long term solution. .On the <br /> short term, connection to city supplied water is the quickest, cost-effective approach that appears <br /> feasible. However, for the long term, a new well has been discussed as the most feasibly cost–effective <br /> approach. As you are aware, a meeting has been planned for Tuesday, 29 August 2000, to be held at the <br /> Delta administrative office at 9:00 AM for further discussion and action. Delta staff has already <br /> implemented partial city water connection, at their expense, and are determining the necessary additional <br /> equipment, supplies and costs associated with attempting to obtain sufficient volume to replace the <br /> off-line RIW. <br /> Environmental Protection Agency <br /> California E S Y <br /> 0 Recycled Paper <br />
