The PAR is incomplete and the <br /> Work Plan does not address the deep contamination below 63 feet. You propose to install three monitor <br /> wells on the former Unocal property and place cone penetrometer test borings (CPT) on the Delta <br /> College campus to determine where and how monitoring wells should be placed. <br /> You are not to install monitor wells on any site until an adequate number of CPT borings are drilled and <br /> ground water analyses completed on all three sites. The CPT must be drilled deep enough to determine <br /> the vertical extent of the hydrocarbon contamination. Upon determining the vertical migratory <br /> routes/pathways, cluster wells with short,5-foot, slotted screens are to be installed. This phase of work <br /> must be completed as soon as possible in order to remain in compliance with the C&A Orders. As <br /> currently proposed,you will be unable to successfully clean up the ground water in a timely manner. <br /> Board staff are available to assure the CPT borings are completed properly and the placement of the <br /> cluster monitoring wells defined.
