<br /> SECOR International Incorporated (SECOR) is pleased to present the results of the review of the
<br /> design assessment for a planned water supply well at San Joaquin Delta College in Stockton,California
<br /> (Delta College) (Figure 1). The purpose of this review is to assist the State of California (the State)
<br /> with the practical and cost effective replacement of the existing irrigation well at Delta College,termed
<br /> the Robinhood Irrigation Well (RIW), located on the ,northern edge of the campus. It is our
<br /> understanding that the current well,which was drilled and installed in 1950,is impacted with petroleum 4
<br /> hydrocarbons as gasoline(TPH-g) including benzene,toluene,ethylbenzene,and xylenes(BTEX),and
<br /> is therefore being replaced by a new well planned near the southwest corner of Delta College. The
<br /> design for the new well, to be installed by CIark Well,Inc.of Stockton California, was based on-a test
<br /> boring, spontaneous potential/resistivity log,-and the original R1W design. Environmental Audit,Inc. y
<br /> (EAI)is to oversee the completion of the well.

<br /> Scope of Work
<br /> SECOR reviewed the available project and feasibility documents as well as the available geophysical
<br /> logs on the well. SECOR also evaluated other hydrogeologic data in the area of the planned well to
<br /> assess the most viable local source of groundwater for irrigation. Based on review of available data and
<br /> documents, SECOR evaluated the existing proposed well design and made the appropriate
<br /> modifications to the design. SECOR's review findings and design modifications follow. ,

<br /> Design and Feasibility Review
<br /> On December 19, 2000, the Technical Review Unit of the Underground Storage Tank Cleanup Fund,
<br /> California State Water Resources Control Board,was presented a document entitled Corrective Action
<br /> Feasibility Study, Permanent Long Term Irrigation Water Source for San Joaquin Delta College (the
<br /> Study). The document was prepared by EAI,and assumes that Delta College will retain responsibility '
<br /> for operation costs after the new well is installed and therefore does not consider these operation costs
<br /> in the Study. EAI estimated the replacement cost of the R1W as presented in Table 1.
<br /> On January 16, 2001, EAI presented the California Regional Water Quality Control Board, Central ;. t
<br /> Valley Region (CRWQCB), a report entitled Test Boring Results, Robinhood Irrigation Well
<br /> Replacement, Cleanup and Abatement Order No. 5-00-707, Montgomery Ward Auto Service Center-
<br /> and Former Unocal Site, 5400 and 5606 Pacific Avenue, Stockton, California(the Report). The Report
<br /> consisted of the results of test boring work, completed on November 16, 2000, including information
<br /> on test boring water quality, sieve analysis, former and current underground storage tank sites and
