EI Dorado Street <br /> Stockton, California 95202 <br /> RE: 5400/5606 Pacific Avenue, Stockton, California <br /> Former Montgomery Wards/Former Unocal Station #5098 (Chevron #306620) <br /> ENSR Project 01231-154-R50 <br /> To Whom It May Concern: <br /> ENSR Corporation (ENSR), on behalf of Chevron Environmental Management Company (EMC) and in <br /> cooperation with Stone Brothers Management Company (Stone Bros.), attended a meeting on <br /> February 19, 2008 with personnel from various City of Stockton departments, including the City Manager's <br /> Office, the Police Department/Code Enforcement, Economic Development, and the Community <br /> Development Department. A summary of the meeting discussion is presented in this letter. <br /> The Central Valley Water Board (CVWB) issued Cleanup and Abatement Order(CAO)#5-00-707 for both <br /> the former Montgomery Ward, LLC (Wards) service station located at 5400 Pacific Avenue and the former <br /> Unocal service station, located at 5606 Pacific Avenue, Stockton, California, referenced collectively as the <br /> Site. Remediation systems for the Site, consisting of an air sparge (AS) system and a soil vapor extraction <br /> (SVE) system, have been operating since October 1999. An upgrade to the remediation systems has <br /> been proposed to the CVWB in an effort to more effectively remediate the remaining source of <br /> hydrocarbons beneath the Site, and the CVWB has indicated that the proposed upgrade is necessary and <br /> appropriate. The proposed system upgrade includes the installation of 9 (nine)wells, trenching activities <br /> for the installation of piping, and the installation of new mechanical AS/SVE equipment. <br /> ENSR planned to conduct a portion of the activities, consisting of drilling and trenching near the Macaroni <br /> Grill restaurant(located at 5420 Pacific Avenue and in the northwestern corner of the Sherwood Mall <br /> parking lot) and trenching across the entrance driveway from Robinhood Drive to the Sherwood Mall <br /> parking lot, during the night time hours. The night time work is desired to alleviate potential impacts to the <br /> high traffic area of Sherwood Mall and the restaurant business of the Macaroni Grill. Construction <br /> activities, for both day time and night time hours, are planned to occur solely on the private property of the <br /> Sherwood Mall to avoid impacting traffic on Pacific Avenue or Robinhood Drive. At the February 19, 2008 <br /> meeting, personnel from the City of Stockton stated that the upgrade project may qualify as exempt from <br /> the City of Stockton's Municipal Code due to the overall objective of the remediation project, which is to <br /> restore the property to a safe condition and is in the best interest of the public's health and well being. <br /> Although the work areas for the night time activities are located approximately 500 feet from the nearest <br /> residences and the noise level is not expected to exceed the City of Stockton's outdoor noise ordinance of <br /> 65 decibel, to proactively address the City of Stockton's concerns regarding potential disturbances to the <br /> surrounding area, ENSR will implement the following: <br /> 01231-154 <br />
