Robinhood Dr. <br /> San Ramon, CA 94583 Stockton, CA 95207 <br /> WORKPLAN APPROVAL, CLEANUP AND ABATEMENT ORDER (CAO) NO. 5-00-0707, <br /> FORMER UNOCAL STATION #5098 AT 5606 PACIFIC AVENUE, AND FORMER <br /> MONTGOMERY WARDS AUTO SERVICE AT 5400 PACIFIC AVENUE, STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> Regional Board staff letters dated 21 December 2007 and 24 January 2008 provided <br /> comments on the 3 December 2007 Work Plan for Air Sparging/Soil Vapor Extraction Well <br /> Installation (Workplan) for the modifications to the existing air sparging/soil vapor extraction <br /> (AS/SVE) treatment system, and on the 18 January 2008 Addendum to Work Plan for-Air <br /> Sparging/Soil Vapor Extraction Well Installation (Workplan Addendum); both documents were <br /> submitted by ENSR, the consultant for Chevron Environmental Management Company <br /> (CEMC). By 28 February 2008, 1 received responses to our comments, including a project <br /> schedule from ENSR. The proposed activities and modifications to the existing system appear <br /> in accordance with those allowable under CAO No. 5-00-0707, and with the approved <br /> schedule, the proposed activities are in compliance with CAO No. 5-00-0707. <br /> CEMC and their consultant ENSR have provided detailed plans and specifications for the <br /> proposed modifications to the existing AS/SVE system, have adequately answered Regional <br /> Board staff comments, have coordinated with all parties affected by the construction activities, <br /> and have proposed a schedule for the work to bring the system back online during July 2008. <br /> Modifications to the treatment system will, in part, increase AS air pressure, and will be <br /> completed in June 2008. The AS/SVE system startup and testing are planned during July <br /> 2008. A report of the AS/SVE system installation will be submitted in August 2008. Quarterly <br /> groundwater monitoring and reporting will continue without interruption. <br /> The Workplan and Workplan Addendum are necessary, appropriate, and are approved, with <br /> the condition that work proceeds in a timely manner in compliance with CAO No. 5-00-0707. <br /> You are hereby directed to have the AS/SVE system back in operation and fully functional, <br /> and to provide written notice to this office that the work is complete, no later than <br /> 31 July 2008.
