Barton <br /> Central Valley Water Board <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, California 95670 <br /> RE: 5400/5606 Pacific Avenue,Stockton,California <br /> Former Montgomery Wards/Former Unocal Station#5098(Chevron#306620) <br /> Cleanup and Abatement Order No. 5-00-707 <br /> ENSR Project 01231-154-R10 <br /> Dear Mr. Barton: <br /> ENSR Corporation (ENSR), on behalf of Chevron Environmental Management Company(EMC), is <br /> presenting an update to the information presented for the Air SpargeNapor Extraction System <br /> Remediation Design Plans(Design Plans), the August 2, 2007 Work Plan for Air Sparging/Soil Vapor <br /> Extraction Well Installation (Work Plan), and the addendum to the Work Plan for both the former <br /> Montgomery Ward, LLC(Wards)service station located at 5400 Pacific Avenue and the former Unocal <br /> service station, located at 5606 Pacific Avenue, Stockton, California, referenced collectively as the Site. <br /> This update addresses additional comments provided by the Central Valley Water Board (CVWB) in a <br /> Document Review letter dated January 24, 2008 (Attachment A) as well as confirm the telephone <br /> message to Mr. Jim Barton of the CVWB on February 8, 2008 by Ms. Jennifer Johnston of ENSR. <br /> Additional Comment No. 1 <br /> The Addendum schedule lists permitting as an unknown for scheduling. The new AS/SVE system needs <br /> to comply with all current local building codes so that the City of Stockton permitting process does not get <br /> bogged down and delay implementation of the restarting of the AS/SVE treatment system. The CAO No. <br /> 5-00-0707, Order#12 states the Discharger must"...Obtain all necessary local and state permits prior to <br /> beginning work. Failure to apply for any permit in a timely manner, which result in missed compliance <br /> dates, constitutes a violation of this Order, unless permitted by the Executive Officer." <br /> • Please contact the City of Stockton, explain to them what work has been proposed, and <br /> provide their response to us in writing concerning whether permits are needed for the <br /> upgrades and whether the increased air pressure in the reused AS system (existing lines) <br /> is acceptable to the City of Stockton. <br /> • As stated above, all extensions to the schedule must be requested in writing to the <br /> Regional Board Executive Officer, with a cc.to me. <br /> • All construction delays must be reported to Regional Board staff within 24 hours by voice <br /> mail or email(my contact information is listed below). <br /> Response No. 1 <br /> The Design Plans have been presented to the City of Stockton for preliminary review and input for <br /> permitting planning purposes. The City of Stockton Building and Planning Departments have indicated <br /> that electrical and seismictstructural permits will be required for the proposed work at the Site. The review <br /> and processing time for the permitting is estimated at two(2)to four(4)weeks, following the submission of <br />
