Pinkos <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road, Suite A <br /> Sacramento, CA 95827-3015 <br /> RE: Request for Extension to Restart SVE System and Evaluation of Potential <br /> Enhancements to SVE system. <br /> Former Unocal Service Station No. 5098 <br /> 5400 and 5606 Pacific Avenue, Stockton, California <br /> Dear Mr. Pinkos, <br /> Unocal is requesting an extension of 120-days to the estimated completion dates for restarting <br /> the Soil Vapor Extraction System (SVE) and completing evaluations of potential enhancements <br /> to the SVE system at the subject site. <br /> On June 15, 2004, ENSR submitted a Work Plan and Schedule to Cease Plume Movement and <br /> Define Plume Limits within the B-Zone on behalf of Unocal. The estimated completion dates <br /> outlined by ENSR for restarting the Soil Vapor Extraction System (SVE) and completing <br /> evaluations of potential enhancements to the SVE system at the subject site were August 15, <br /> 2004 and September 15, 2004, respectively. As a result of permitting issues, ENSR has not <br /> restarted the SVE system but expects to have the SVE system fully permitted and operational <br /> prior to September 30, 2004. <br /> ENSR has been working closely with Mr. Jim Barton of your office, Stone Bros. & Assoc. <br /> (property owner), and GHH Engineering (Stone Bros. & Assoc.'s environmental consultant) to <br /> meet the requirements of Cleanup and Abatement Order 5-00-707 dated September 8, 2000 <br /> and Notice of Violation dated June 18, 2004. On September 8, 2004, Mr. Ben Heningburg of <br /> ENSR International (ENSR) contacted Mr. Barton concerning the September 15, 2004 deadline <br /> to evaluate potential enhancements to the SVE system. Based on the results of analysis of <br /> groundwater samples from well MW-28, MW-29 and MW-30, reported in ENSR's Monitoring <br /> Well Installation Report and Summary of Efforts to Cease Plume Movement dated <br /> July 30 2004, and California Regional Water Quality Control Board, Central Valley Region <br /> (Board) letter dated August, 11, 2004, ENSR was requested to submit a letter to the Board on <br /> behalf of Unocal by September 13, 2004, requesting that Unocal take no additional efforts to <br /> cease plume movement at this time. <br /> Real Estate and Remediation 276 Tank Farm Road San Luis Obispo,CA 93406 w .unocal.com <br />
