Robinhood Dr. <br /> San Luis Obispo, CA 93406 Stockton, CA 95207 <br /> WORKPLAN REVIEW, CLEANUP AND ABATEMENT ORDER(CAO)NO. 5-00-707, FORMER UNOCAL <br /> STATION #5098 AT 5606 PACIFIC AVENUE,AND FORMER MONTGOMERY WARDS AUTO SERVICE <br /> AT 5400 PACIFIC AVENUE,STOCKTON,SAN JOA QUIN COUNTY, <br /> I reviewed the 1 September 2004 Workplan to Redevelop and Assess Well MW-1 (Workplan)and the <br /> 9 September 2004 Addendum to Workplan to Redevelop and Assess Well MW-1 (Workplan)submitted by <br /> GHH Engineering Inc. (GHH)on behalf of Stone Brothers Management Company. The Workplan and <br /> Workplan Addendum were submitted in response to an incident reported to me by email from <br /> ENSR International Inc.(ENSR)on 26 August 2004. Monitoring well MW-1's cover was broken, and the <br /> interior of the well casing was compromised by an oil emulsion sealant used by a parking lot contractor. On <br /> 31 August 2004, ENSR took a grab groundwater sample from MW-I. Analysis revealed 2,300 µg/L of <br /> Total Petroleum Hydrocarbons (TPH)as Motor Oil(TPHmo),which correlates to the sealant Material Safety <br /> Data Sheet(aromatic petroleum oil). The Workplan proposes swabbing the inside of MW-1's casing with an <br /> absorbent material to remove the sealant adhering to the plastic casing;redevelop MW-1 by removing 3 well <br /> casing volumes of groundwater; sample groundwater for TPH as gasoline,TPHmo, and volatile organic <br /> compounds (VOCs); and replace the broken well cover. The Workplan Addendum adds/modifies the Workplan <br /> to: 10 well casing volumes of groundwater will be purged and properly disposed,and additional analysis for <br /> metals and Poly Aromatic Hydrocarbons (PAHs)will be conducted if directed by Regional Board staff. <br /> The Workplan and Workplan Addendum are approved with the following conditions: All analyses listed will be <br /> run on the confirmation water sample. VOCs will be analyzed by full scan EPA Method 8260B with all peaks <br /> reported; and also report benzene, ethylbenzene, toluene,xylenes, all fuel oxygenates including Methyl tert-Butyl <br /> Ether, 1,2-Dichloroethane, and Ethylene Dibromide. Analytical method detection limits shall be those listed in <br /> CAO No. 5-00-707. The CAM 17 metals and PAHs shall be analyzed. If ENSR splits water samples with you, <br /> they must coordinate with GHH so that the same analyses are used.
