Both sites are in the State Water Resources <br /> Control Board Underground Storage Tanks (USTs) Cleanup Fund Commingled Plume <br /> Account. The former Montgomery Wards (Wards) Automotive Department is currently a <br /> restaurant located at 5400 Pacific Avenue (southeast corner) in Stockton, San Joaquin <br /> County. The former Unocal Station #5098 (Unocal) is currently a bank located at 5606 <br /> Pacific Avenue (northeast corner), to the north of Wards across Robinhood Drive in <br /> Stockton, San Joaquin County (Figure 1). The two USTs cases were initially opened <br /> separately with regulatory oversight by the San Joaquin County Environmental Health <br /> Department (SJCEHD) in the Local Oversight Program. Since October 1999, Wards <br /> and Unocal have been investigated and remediated as a single commingled plume <br /> case. The groundwater plumes associated with Wards and Unocal sites were <br /> acknowledged as commingled in a SJCEHD letter dated 24 November 1999. <br /> In August 2000, a nearby public supply well (Robbinhood Irrigation Well) at the San <br /> Joaquin Delta College was reported as impacted by gasoline. The Regional Board took <br /> the regulatory lead for the two cases, and Cleanup and Abatement Order R5-00-707 <br /> was issued in September 2000. In December 2000, Unocal became the lead <br /> responsible party for both cases after Wards declared bankruptcy.
