SOIL VAPOR EXTRACTION PILOT STUDY REPORT San Joaquin County <br /> Montgomery Ward Auto Service Center Public Health Services Department <br /> 5Z.0 Pacific Avenue Stockton, CA Site Code 2163 <br />' 3.0 PERMITTING <br />' This section discusses the various permits obtained by EAI prior to implementation of the pilot <br /> study The permits are Iisted below under the agency that issued each permit <br />' 3.1 San Joaquin County Public Health Services Department <br /> Montgomery Ward submitted a Work Plan (text section is included in Appendix B) to the <br />' SJCPHS for review and approval Appendix B also contains the conditional approval of this <br /> workplan <br /> In order to address the conditions in the SJCPHS conditional approval, EAI submitted an <br />' Addendum to the SJCPHS The Addendum and the approval for this Addendum are included <br /> in Appendix C <br />' 3.2 San Joa uin Valle Unified Air Pollution Control District <br /> Montgomery Ward submitted an application to the San Joaquin Valley Unified Air Pollution <br />' Control District (SJVUAPCD) for temporarily operating a vapor treatment unit (VTU) during <br /> the pilot study Appendix D contains the application and the SJVUAPCD approval <br /> 3.3 C11y Of Stockton <br /> Montgomery Ward applied and obtained an encroachment permit from the City of Stockton for <br /> installation of an offsite geoprobe boring on Pacific Avenue Appendix E contains the <br />' application and approval letter from the City of Stockton <br /> 3.4 Subsurface_Utility Clearance <br /> Montgomery Ward obtained a Digalert Notification no 316-958 (valid from November 5 to <br /> November 20, 1996) from Underground Service Alert (USA) USA arranged for all relevant <br /> local utility companies to delineate and mark all public utilities at the Montgomery Ward site <br /> in the areas affected by the pilot study EAI also met at the site with representatives of AT&T <br /> (Mr Widmer, Phone no 209-367-9167) and Pacific Bell (Mr Marlin, Phone no 209-942- <br /> 7435 ) <br /> 4.0 DESIGN OF PILOT VES & AIR SPARGING TESTS <br /> 1 his section provides the design basis for both the VES unit and the air sparging unit that was <br /> used in the pilot testing, provides specifications of these units, and lists the parameters that <br /> were targeted to be determined based on the design basis <br /> 4.1 System Overview <br /> Figure 5 provides a simplified conceptual process flow diagram for the VES pilot study <br /> performed at the Montgomery Ward site Key elements of the design included <br /> Protect No 1232 - 3 - ENVIRONMENTAL AUDIT, INC <br />
