Sterling, Compliance Manager ENVIRONMENT <br /> PERMIT/SERVICES The Wine Group <br /> P.O.Box 897 <br /> Ripon, CA 95366-0897 <br /> CONDITIONAL APPROVAL OF GROUNDWATER PROTECTION WORKPLAN, FRANZIA <br /> WINERY, THE WINE GROUP, SAN JOAQUIN COUNTY <br /> Regional Board staff has completed its review of the Franzia Winery Groundwater Protection Plan, <br /> submitted 21 June 2004 on behalf of the Wine Group by Kennedy/Jenks Consultants. The plan was <br /> required under Item No. 2 of Cleanup and Abatement Order(CAO)No. R5-2004-0704. <br /> Staff has found that the plan essentially meets the requirements of Item No. 2 of the CAO, and is hereby <br /> approved with the following conditions. <br /> Groundwater Characterization Workplan <br /> • This workplan states that production and/or irrigation wells may be monitored as part of the <br /> groundwater characterization study. If these wells will be monitored, they must be clearly <br /> identified and well construction details must be provided in a quarterly progress report prior to <br /> implementation of their monitoring. <br /> • Prior to implementation of the Cone Penetrometer Testing(CPT)program, the number and <br /> proposed locations of the CPT test sites must be provided in a quarterly progress report. <br /> Groundwater Monitoring Well Installation Workplan <br /> • This workplan proposes the initial installation of two monitoring wells in addition to the three <br /> monitoring wells that already exist on the site. It is our understanding that, shortly after <br /> completion of an initial monitoring of the expanded monitoring network, the CPT program will <br /> be implemented. Following completion of the CPT program, a comprehensive evaluation of the <br /> data should be completed in order to assess whether additional monitoring wells are warranted. <br /> If additional monitoring wells are warranted, a second groundwater monitoring workplan shall be <br /> submitted for approval. <br /> • The workplan does not specify the proposed well screen lengths. Unless site conditions warrant <br /> otherwise and verbal approval is obtained from Regional Board staff, the well screens should be <br /> between 15 and 20 feet in length. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing California is real.
