Kevin D. Sterling - 2 - `/ 14 July 2004
• The workplan does not specify the borehole and well casing diameters. Because a minimum of
two inches of annular space must exist around the well casing, if a nominally two-inch well
casing is installed, the boring must be eight inches in diameter, and if a nominally four-inch
diameter well casing is installed, the boring must be ten inches in diameter.
Process Water Characterization Work Plan
• This workplan does not clearly identify the methods for quantifying the volume of wastewater
contributed by the various process water source systems. The workplan suggests that many of
various system flow volumes may be estimated. However, this may not provide adequate data to
fulfill the purpose of this study. An extremely important part of the study will be the
quantification of the wastewater volumes contributed by the various systems. Therefore, prior to
initiating this study, additional consideration must be given to implementing the best practicable
methods available, including the installation of additional flow meters, for quantifying flow from
the specific systems. Once specific quantification methods are chosen, they should be described
in detail in a quarterly progress report prior to their implementation
If you have any questions regarding the contents of this letter, please contact Jim Martin at
(916) 464-4685.
THOMAS R. PINKOS
Executive Officer
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
Robert Chrobak, Kennedy/Jenks Consultants, San Francisco
