Sterling, Compliance Manager <br /> The Wine Group 12U <br /> P:& . 8917 I`ICOO E. <br /> Ripon, CA 95366-0897 <br /> PRELIMINARY GROUNDWATER EVALUATION REPORT,THE WINE GROUP, <br /> SAN JOAQUIN COUNTY <br /> Regional Board staff have completed a review of the Preliminary Groundwater Evaluation <br /> Report for the Wine Group, Franzia Winery, submitted 29 December 2003 on behalf of the Wine <br /> Group. The report concludes that there appears to be a correlation between the area where winery <br /> process wastewater is applied and elevated levels of constituents of concern in the groundwater <br /> downgradient of that area. The report also states that more information and further investigation <br /> is necessary in order to fully evaluate current conditions and to plan necessary improvements. <br /> The report provides a conceptual plan for conducting the necessary additional data collection and <br /> analysis, and preparation of a wastewater treatment system and management improvement plan. <br /> hi general, staff concur with the report conclusions and with the proposed conceptual plan. In <br /> order to ensure implementation of the plan, our intention is to ask the Executive Officer to issue <br /> a Cleanup and Abatement Order(CAO) in the near future. A CAO is warranted because <br /> activities at the facility have caused waste to be discharged in a manner that has created or <br /> threatens to create a condition of pollution. Prior to issuance of the CAO, staff will prepare a <br /> draft for your review and comment. We anticipate having the draft completed within a week and <br /> plan to provide you with approximately three weeks to respond with any comments. <br /> If you have any questions regarding the proposed COA or wish to discuss the matter further, <br /> please contact Jim Martin at (916)464-4685.
